Reading for All (R4all)

DEC Nepal Banke is executing Reading for All project with the partnership of Humanity & Inclusion (HI), the new name of Handicap International, and its partners World Education, Inc. (WEI), Nepal Association for the Welfare of the Blind (NAWB) and the National Federation of the Deaf Nepal (NDFN) have developed this Program Description for the United States Agency for International Development (USAID. The project will work to improve reading outcomes for children with disabilities (CwDs) in grades 1–3. Basically the project has its 3 core objectives i,e; Improve data quality on CwDs, Enhance institutional and technical capacity at various levels to deliver quality reading instruction and support to CwDs; and  Test inclusive instructional models that can be scaled for specific groups of CwDs. To achieve the project’s goal and objectives, the project will follow a comprehensive, multi-sectoral approach to address the educational needs of early grade CwDs in Nepal to improve their reading skills. A twin-track approach focusing on the detection of functional limitations and individualized learning support at different levels of intervention will guide the project. On a structural level, the project will equip relevant stakeholders to screen for limitations that hinder children’s ability to participate fully in class; to follow-up on these with referrals to identify and diagnose specific limitations and/or disabilities; and to provide an enabling environment for children with functional limitations or disabilities to learn to read. On the individual level, the project will train teachers to adapt to the specific educational needs of each child contributing to improving their reading skills based on their specific functional limitations and disabilities identified. Parents will also be engaged throughout the process, from initial screening to supporting the development of individual education plans, if needed, for their children to improve their learning and reading outcomes. Further, communities will be empowered to create enabling environments for CwDs to promote acceptance and boost children’s self-confidence.
